Church Council


The members of the Shepherd of the Hills Church Council are elected by written ballot to serve for three years or until their successors are elected.  The Council has general oversight of the life and activities of the congregation, and in particular its worship life, to the end that everything be done in accordance with the Word of God and the faith and practice of the Evangelical Lutheran Church in America.  The duties of the Council shall be the following:

  • Lead the congregation in its mission, to do long-range planning, to set goals and priorities, and to evaluate its activities in light of its mission and goals. 
  • Seek to involve all members in worship, learning, witness, service and support.
  • Oversee and provide for the administration of our church to enable it to fulfill its functions.
  • Maintain supportive relationships with the pastor(s) and staff.
  • Be examples individually and corporately of the style of life and ministry expected of all persons.
  • Promote peace and goodwill.
  • Emphasize a partnership with the synod and churchwide units of the ELCA.
  • Recommend and encourage the use of the program resources produced by the ELCA.
  • Seek out and encourage qualified persons to prepare for the ministry of the Gospel. 
  • Be responsible for maintaining and protecting the property and mangement of its business and fiscal affairs.
  • Prepare an annual budget, supervise the expenditure of funds, ascertain that the financial affairs of the church are being conducted efficiently and be responsible to the congregation's investments and its total insurance program. 
  • See that the provisions of the church constitution and bylaws are carried out. 
  • Provide an annual review of the membership roster.
  • Supervise the employees of the congregation.
  • Submit an annual report to the congregation at the annual meeting. 
  • Shall meet at least once per month.

* Congratulations to our 2019 Confirmation 8th Grade graduates!  On Sunday, May 5th at the 10:45 AM worship service, 14 of our 8th grade graduates were Confirmed at SOTH.  Thank you to all of our students' families for your continued support in your students' faith journey!  * NOTE: Although Sunday School & Confirmation classes are off for the summer, current Junior High & incoming High School students can still attend our Youth Ministries program nights!  Click the following link for more info, or contact our Youth Minister, Nick Nalley at if interested in attending!
